Natsu always been a fool with double standard. She shot at her target(Karai) in a crowded public places without any consider that stray bullets might hit others. She also betrayed her grandfather and joined a worse crime syndicate simply because she thought his plan to ambush the enemy was "dishonorable".
IDW Foot Clan have been a bunch of criminal scum since the beginning, not to mention that Shredder has killed children before. Although Shredder's father and Splinter have tried to correct them, they have ultimately failed. So it's hilarious that these Foot soldiers accuse Karai of doing something shameful, as if they were all pretended that it was honorable to do similar things when Shredder was led the Foot Clan.

According to some information about the new Shredder comic. Karai might be planning on starting her own ninja clan or she simply eliminate the remaining minions still loyal to Oroku Saki and replaced them with new ones.
