The best tmnt artist by far would be
 
1) Kevin Eastman and Peter Laird as a duo art style is best when they compliment each others pencils and inks and combine both their drawings into one where you can't tell who drew what   original classic stylized stereotypical turtles with squat beak designs from 1983 -1985 reminds me of underground comics and the art is best when they're  together  than apart not too much of a fan of their bulky  circle head and leather belt style the 1990 movies adapted or the archie adventures  series reuses in the characters  style guide  from the return to new york arch people call the " jim lawson turtles" 

2) Richard Corben  rendition of eastman and lairds  tmnt designs  in his realistic cartoonish underground  heavy metal style 

3) Glen Farby rare Italian cover realistic styleized tmnt reprint covers 

4) A.C. Farleys realistic  tmnt art style  his lighting  is superb 

5) Paul Harmon  tmnt Gang War arch realistic art work 
6) Michael  Zuli bizarre rendition  of the turtles with their carapace and plastron resembling a crab shell their reptilian appearance looking like a anthropromorphsized snapping turtle and the puma looking master splinter and it's Barry Windsor Smith stylized esque realism from out of Marvel presents weapon x or storm life death etc art style 
7) hate or love the liberal childhood property ruining  transgender Ross aka sophie campbell  their mirage art style for tmnt  is superb 

8) LeSean Thomas  artist of boondocks and black dynamite, his Dreamwave  tmnt 2003  stylized dynamic anime inspired  art is an underrated master piece,  drawing a fleshed out story for 2003 april and baxter stockman and the muted  colors are awesome I like how he draws raphs sai and donatellos air poses or how he draws the turtles destroying mousers and turtle bots design
 

9)  Hugh Haynes archie comics tmnt adventures 1995   year of the turtle  mini series  art style is underrated they shit on mighty morphin power rangers beating up power rangers knock offs the art style is inspired by the 87 show the 1990s movies and concludes the turtles story by restoring hamato yoshis humanity. They have a cool fight scene michael bay films probrably ripped off of the turtles surfing on their carapace  down a Himalayan mountains
 

10) Peter Chungs concept art for the 1987 tmnt cartoon   I wish they would've used and allowed them to adapt the mirage comics into a adult show like the mtv liquid television 
the maxx or todd McFarlanes spawn for HBO or mtv spiredman animated series fox network like the flash TV show Dean cane superman or super boy back in the day  imagine how the tmnt reception  would've  been if it was a prime time adult cartoon on late night TV  pitched on liquid television  or ran on HBO or scfi channel
