The entire premise of the turtles is ridiculous and unexplainable — they were mutated into humanoids by a largely unexplainable ooze. They are mutated turtles. It is inherently ridiculous. And there are many unexplainable things in TMNT. The fact that they somehow manage to sustain themselves while staying hidden is one of the MANY unexplainable and ridiculous things about the TMNT that doesn't need to be exhaustively explained. If you go into autistic detail explaining how the turtles are able to make money like "well, first the turtles commit social security fraud, and then they use voice synthesizers and create elaborate disguises, and then..."

Just like the ridiculousness of the turtles is an integral part of the essence of the TMNT, so is the story of revenge against the Foot Clan. My argument as to why the turtles steal is less about the morality of it, and more to do with the fact that it undermines the essence of the TMNT. Explaining the many unexplainable things about TMNT instead of nakedly embracing the deliberate weirdness of the TMNT is to misunderstand the essence of the TMNT.
That said, there is also a good moral argument. The turtles killing their enemies in self-defense is not the same as robbing an innocent abuela's bodega. In 1984, Kevin Eastman said they were "not superheroes, but they are good turtles." They are good turtles, and they have always been good turtles, even if they kill enemies in self-defense. But the turtles have never purposefully killed an innocent third party. So why would they steal from a small business owner? It's not even in character for the turtles.
