I don’t think that the Foot Clan would have any sort of centralized headquarters given the clandestine and often illegal operations that they engage in.
The Mafia didn’t have a massive office building that they operated out of. Business was done in restaurants, private homes and apartments. It was taken down when the FBI and New York authorities had bugged an apartment belonging to an old woman above a restaurant where John Gotti would blab about what he was doing.
After three previous trials where he was not convicted!
